Just so I'm clear on this, higher level players cannot be in lower level zones if their intention is for griefing? I ask this because I like to search out all areas, only with the intent of exploration.

Another thing about the Order group at chapter 3; most people who do the PQs around here are inadvertently flagged for RvR, due to how close the RvR lake is to the warcamp chapter. You can always call upon a few counter-gankers who can take care of business; they love to patrol T1 areas for people who are cheap enough to gank those trying to do PvE.
We tried that, but there's a large camp of mobs adjacent to it that are Empire friendly, so every time we tried to engage them they just scampered into that camp and we'd all wipe. They effectively shut everything down for about two hours.

I'm very curious about where the devs sit on this, in regards to higher level zones. There is a group of destro players that go to eataine PQ with the intention of griefing and disrupting whatever low level farming groups are there attempting to get ruin gear. I'm curious if this is an offense in any way that will result in GM action, because they are actively avoiding fights involving bolster, even when told that we stand no chance without bolster. It's just griefing at its basic form.

Should be perfectly fine, if you don't feel like PvPing at the PQ, don't be flagged. But my opinion on this might be biased, as to me it is literally impossible to grief the opposing faction (unless you're exploiting bugs).

It's rather difficult to just continue farming the PQ ignoring them, when half your warband flags with AoE by accident, wipes then breaks up. The result is the same whether you participate in the fight or not, gear progression stops. I don't see what I could do to not be griefed by this? I can't solo the PQ, and my WB has just given up. What now? Time to log out?

The solution is to kill them. So long as there's a mechanism for fighting back (however fruitless the outcome) it's not griefing. And since you can always fight back against people from the opposing faction that makes it impossible for it to be griefing. Besides, fighting the enemy is the whole point of RoR, and preventing the enemy from acquiring gear is (IMO) a perfectly legitimate strategy for the overall war effort.

edit: it might not be practical to fight back if the others at the PQ just gives up, but that's a separate morale issue with your teammates, but still the option remains, alongside calling in support from other people in /t4.
