Change the font color of the ADVICE channel to WHITE
The orange color we have now might be a cause for all the offtopic in the channel, people talk in it and it catches the attention, since the chat is global to all tiers. This change wouldn't affect the players looking for real advice and could probably solve the misuse of the channel.
Also, wouldn't hurt for the GMs to throw some mutes often. A 10 minute mute probably wouldn't hurt and will make the point across.

Every player can change the text color of each channel. No restrictions.

I feel embarassed for you here...
Rclick your chat tab and go to options. You can set the color for every single type of chat message, as well as filter which channels/types of messages you receive in each Tab.
Try getting 1 tab for actual Chat, 1 for Inc Damage, 1 for outgoing dam, 1 for inc heals, and a last for RR/XP/Ing/loot. I have found that makes it the easiest to actually keep up with particulars.
If you don't wish to "listen" to someone, Rclock their name in chat and click "Ignore". If you want to ever remove someone from your Ignore list press O to bring up your friends list, and one of the 2 tabs you can click on there will bring up your ignore list. Can't get in game to be more specific than that atm.
Default has like every chat the same color. So I dunno why people wouldn't change it anyways. That's like saying VinyUI should be standard for everyone on DL because you like it...

I don't see how changing a font colour would help, I mean for most people the actual channel name is enough to point it out, other than that its either people too lazy to use the correct channels or the chat is in a state of limbo/discussion. Often times the chat channels are used for incorrect things, but generally if someone wants help they always seem to get it.

it would, this is basic psychologyI don't see how changing a font colour would help
why don't you see the general chat being misused? because the default doesn't stand out as much
