Alternative desidion for t2 and t3 merging.

Making 15 lvl versus 1 lvl is too much, so as 16 lvl versus 30.
I have alternative solution.
just make infinite lvl up scroll. It will resolve anything.
People who want to go into tier 4 will up to 40 and go into it. They will have to choose stay on lower tier and gain RR or just make up to 40 instead. People who want lvl up to wear some gear - they will have it. And it prevent 1vs15 lvl disbalance. Also you will not need to rebuild anything t1-t3 related (debolster, keeps, BOs, etc)
And people who like their tiers will still be able to play on it. Don't ruin low tiers, don't limitate the game, expand it!

According you won't stay lvl 1-7 more than 30 minutes ( unless you stay AFK...) i don't see the point. Plus as far i know you will probably be lvl 1 with many faction mates who are much higher in the lake. So...

Same story for lvl 16-30. Unless you play all alone in the lake, i don't see the problem.

If we make a insta 40 scroll and if ppl use it, you will come here and cry that all tiers except T4 are empty.

There is no perfect solutions sorry, but this actual one is probably the most reliable.

I can't wait the next post telling us that lvl 3x are too weak vs rr70+ full stuffed in T4.

The new tier caps back on Live were barely an issue, since it enforced the effect of bolster in the same way. T1 level differences can be easily overcome as it's not hard at all to get to level 7-8, and do your best in the Nordland RvR back-and-forth. In the combined T2 and T3 area it may prove a bit more imbalanced, but as people stay around the same level and high ranked players will eventually level out of that tier I don't foresee major balance issues. The biggest difference there will be is with the total population now that we have only three tiers, by which personal skill and level matter less, but there is definitely more action to go around.

I am only disappointed by the fact that most of the problems that arises on server, is resolving by a player restrictions, rather than expansion of posibilities of the server and giving the players a better alternative that allows them to forget about what you think should be excluded.
It's always better to expand rather than restrict. Live developers restrict everything that did not work and simplifying gameplay. We all know what it led to.
