This is an intended effect for PQ's, they should be harder areas than normal questing areas.
I still dont get why should be harder then it is right now? Whats the point of massive farming? PQs were fine with the old system.
Right now there are many PQs that have 5-6 Champions for example in Stage 2 or 3 and if you try to pull one...all of them focus you.Even with a group it is impossible to kill them(And im talking about lower level PQs :? ).Would really love to see them unchained again.

We can modify PQ difficulty if champions are too close together, the recommended players at the PQ is the target difficulty. The chaining effect is going to stay. As work continues on PQ's they will be better balanced and spread out. As we add rewards to the various non-gold bags, they will be more desirable as well.
