Where in the 'mix' of things does terrifying foe work into the toughness formula?
After gear? After buffs? After global buffs and potions?
Additionally, I heard there was a soft cap for toughness around 1050-1200ish. Can anybody shed a light on what that means in the big picture? Is toughness worth stacking that highly?

Iirc all % increases were added at the end, after all static increases. Thus it should increase your final toughness (including armor and most likely pots and buffs).
But probably not change every time your toughness changes, only when you (re)apply the % buff itself. This is pure speculation, based on the way DoT/HoT Precalculation is handled.
If it is worth it depends on your goal, it basically reduces the attackers Strength/Int/Balistic. So for skills, that scale well with these (usually long cast time or special skills like back-stabs) its awesome.
Soft cap (at 40) is 1050, after that a reducing formula is used. (See Stats)
