Every since PQ set's came out, every realm sorta has it's established meta farming spot. Right now you either do easy PQ for steady sub gold bags with smaller groups that can't really tackle the hard PQ's, usually because the best hard PQ's tend to be higher level and the majority of people farming tend to be lvl ~32 and get trashed by mobs 4+ levels higher than them. Or you get a decent ~6 man pug group or hard lvl 40 carry to farm gold bags at the hard PQ.
Each realm has it's established easy, and hard PQ farm. Destro you go to Loryndaal for easy, Blind Justice for hard. Order you go to plague mist vale for easy, orkwerks for hard. All of these have in common a sub 5 minute run time, the easy PQ's can be done in under 2 minutes even with just 2 people. Every other PQ in T4 may as well not exist in most peoples books.
But I'm sure the devs doing all this work on PQ's would like to see people enjoying all of them, iir we almost have most of the PQ's in the game working now? A lot of them are actually pretty cool and take you neat places. But you inevitably are just doing them for gear, and when you have PQ's 3-5x faster most are not gonna bother doing the others.
I think it would be cool if PQ's had a sort of stacking bonus to bag spawns for every hour they avoid being completed up to a maximum amount. That way it would be more efficient to go out in the world and do really just any random PQ's to get bags than it would be sitting at one PQ for hours on end in a grind group. Maybe someone else has ideas as well?

The alternative would be to only "activate" PQs in active warfront zones, if that is easier to code.

ppl will always take the "unofficial" best grinding spots. PQs and PvE in general are attracting players either because they have nice stories or can create immersion in a different way. Right now our PQs are grind spots only - and they will be for a long time until there can things be added like NPC abilities, NPC movement, Speechbubbles (everything thats scripted).
Ofc some PQs have cool settings and stories, but they are only a shadow of what they have been on a fully operational mythic server right now.
By the way, I dont think that most of the PQs are fixed yet. there are around 530 iirc - While I dont know exactly how many of them are "functional" (because they wont get any more or less with our given oppurtuinities), it would amaze me if we had more than 50% already. (ofc it would be cool if thats the case)^^

Currently there are around ~71 PQs working (as in, you can finish it) but not all of em are polished as they should be.

The best implementation Ive seen was GW2 where pqs progress so only one is open in an area at a time. Brings people in a zone to the same one.
