Wouldn't it be a good idea if green tallies (level 1-24) and green potions (level 1-25) was buyable in capital cities?
It could be an QoL improvement for casuals and newcomers making them more at par with vets.
Examples
Major Talisman of Fortitude, Level: 24, Effect: +13 Wounds
Major Talisman of the Smith Level: 24, Effect: +90 Armor Bonus
Draught of Aid, Level: 25, Desc: Use: Instantly restores 964 healt

I disagree with this, though what I think we need to do is encourage more people to make tallies. That will make rare talis more common and drop the price for more people to afford them.

I wouldn't mind seeing talisman rewards from quests and influence get a boost.

crafting is a fundamental aspect of many games. you either buy them, or make them. enabling a vendor for standard talis of any level seems like dumbing down that part of the game.
Tali making is easy. very simple. materials are easy to get. and the skills easy to level (when you know how...
1. make a Donkey alt a hedge wizard and salvager.
2. make a toon you play a scavenger.
3. send all loot gained to the donkey.
4. make talismans with the donkey, and either use them or sell them, and use these funds to buy the talis you want.
if you cba to do this. then join a guild, make yourself a contributing part of it, then ask is anyone has some spare green talis to fill your empty slots.

Ofc it is easy but yet newcomers play without tallies and potions making the experience of ROR less then it could be.
I'm also aware most of this stuff already is available on AH but sub 40 newcomers seem to miss this.
I purposely wrote "weak" green +14-ish tallies and and green "weak" potions so it wouldn't affect the need to craft.
I wouldn't mind PQ tally-rewards being improved as well. In my view this would improve the game for new players and make PQs more meaningful.

you can buy potions with medallions and emblems. and afaik there are pq and quest rewards with talismans
