The current active RvR zone get's determined by which zone gets 4 bo's claimed first right?
So if another zone could claim 3 bo's before a 4th bo gets claimed elsewhere then it's clear that the player interest is divided between more than one zone right?
Imagine that bo's get claimed within (the current 3 potential zones) Praag & TM & DW and that Praag wins with 4 bo's first, Praag is the zone most ppl will go to naturally cos the majority of the player interest is clearly directed at Praag at that time BUT let us say DW gets 3 bo's and TM gets 2 bo's in the time it takes for Praag to get 4 bo's and become open.
rewards = renown, keep chest, kill drops, whatever.
no.% of usual rewards = 100% would be what we get now in an active zone, 75% would be ie getting 75% of the renown get for a kill.
Praag (4 bo's) open battlefront with 100% of usual rewards
DW (3 bo's) open battlefront with 75% of usual rewards
TM (2 bo's) open battlefront with 50% of usual rewards
Et cetera.
Praag (0 bo's) not a battlefront, no rewards
DW (4 bo's) open battlefront with 100% of usual rewards
TM (1 bo's) open battlefront with 25% of usual rewards
Ad nauseum.
Obviously these numbers are just example numbers, i dunno what numbers you'd consider sensible.

This simple approach would reflect player interest across a tier and would divide population across the tier according to initial interest in a zone and continued interest in a zone based on either the reward level a zone has or on strategic long-game necessity.
I dunno how you'd represent this information in-game in a way that wouldn't have ppl constantly asking what is what and where.
It's narratively good, it feels very realy lifey, it's intriguingly juicy too.
I'm asking nothing, i'm expecting nothing, enjoy my idea, i think it's lovely.

edit: I have no idea how you would deal with one zone locking and another zone (with less than 100% rewards being given) still being open, i guess you could just bump up the reward level according to how many bo's are already claimed in the another zone which would likely be all of them.
This might mean 2 zones suddenly both giving 100% rewards, this would be unusual and fun but it would also mean (i guess) they'd both have to be locked before a new zone could come into play.
Maybe just scale up ie
Praag (4 bo's) open battlefront with 100% of usual rewards
DW (2 bo's) open battlefront with 50% of usual rewards
TM (1 bo's) open battlefront with 25% of usual rewards
THEN
Praag Locked
DW (4 bo's) open battlefront with 50% of usual rewards > moved up to 100%
TM (4 bo's) open battlefront with 25% of usual rewards > moved up to 75%
Et cetera.
