Indeed, there are no side effects to losing the war since there are no city sieges. But even then, judging by how the reward system works, there won't be any side effects in cities either, cuz everyone gets rewards in the end, only one side gets a little less rewarded

On the server atm your best chance to get bags is when you are horribly out numbered
Khorlar, Thorvold, Sjohgar, Anareth, Toldavf, Hartwin, Gotrin and others -_-

The other night I was having similar thoughts. It was 10% Order, 90% destruction according to the site. Mind you, this was also really late at night (40 players in T1), destro was holding all 4 points in Dwarf T1 and I didn't want to play other games. I took my level 10 Shadow Warrior there and just put into chat 'anyone want to try and be a pain in their side?'
I got one reply from a level 5 warrior priest and we head off to the cannon battery. It was held by a Squig herder and a Magus. the Warrior Priest didn't know the way up the hill and in trying to get to them caught their attention. With their backs turned I went Assault stance started close range right away and threw them into a panic. They spun around to attack me which let the warrior pries heal me from the bottom of the hill. We actually took the point, something I didn't expect.
Taking the point caught some other Order player's attention. I assumed they had felt it was as futile as I did at the start. But Order held a point my warband began to gain a few players.
It took time but Order spread out and started hitting each point, we didn't think we could lock the zone, but we knew we could prevent them from locking it. Turns out, quite a few of the destro players were just AFK farming, and we did end up holding and locking the zone.
The point of this? Yeah, sometimes the balance looks abysmal. Until they have their patcher figured out, there is not much the devs can do. But sometimes, just trying to get the ball rolling yourself can really change how things are going.
