The pug SC was fine until RVR design change effected decline player population. Then the added new gear grind added more to the problem.for the casual player.
Doesn't matter if a pug SC is for the casual players because the same extreme players will Que and take out normal level gamers because population is weak.
40 level against 30's + level is unbalanced regardless of the stat boosts.
Its a mess !

PUG SC - awards 1 emblem per 100 points. (Max of 5). A 500-400 game would award 5-4 emblems.
Normal SC - awards 2 emblem per 100 points to the winner. Only 1 emblem per 100 to the loser. A 500-400 game would award 10-4 emblems.
6v6 SCs: awards 3 emblems per 100 points to winner. 2 per 100 to the loser. A 500-400 game would award 15-8 emblems.
So now you CAN go PUG SC if you want. Its a PUG game, you will get less rewards when you win. This pushes more people to the normal SC, where you can win 2x as much currency. Which also pushes MORE people to the 6v6 arena where people would actually WANT to do more games as 6v6.
This would build up the SC scene, and really incentive people to group up.
Also - it addresses the slow rate of farm on the emblems.... Just seems logical to me

Or, if worried about 6 mans intentionally losing to guildies or something to farm emblems faster... Just make it two brackets
1) PUG SC: 1 emblem per 100 points earned.
2) Normal SC:
Winner = 2 emblems per 100 points earned.
Loser = 1 emblem per 100 points earned.
Now at the LEAST, youll have people wanting to group, rather than wanting to pug Q or duo Q or "exploit" the PUG Q... because if you win 1 normal SC its the same as winning 2 PUG SCs.

you only thinking winners.
as a player it may ok.
as a game you have to think about losers.
without losers there is no winner.
( not saying losing is ok )
i don't have english skill to explain it better.
see the entire life cycle. you know what happen when only top predators remain. they starve to death.
