Not sure that we will use fragments . But once the 6 bosses will be here , we will make the loot different . So if you need only 1/2 pieces , it will be easier to obtain the one you need . But for now , there is only 2 boss released , we wanted you to be able to have a chance to drop some pieces before we release all bosses . See it like a chance to have some pieces before final release instead of a broken reward system .

I gave my insight, I'll probably keep on trying to get set no matter what approach you take as I'm a collectioner type 
And as you want to keep it warband scale the current system is not bad, the thing that set is not really as strong as some would want is making it hard to get people interested in it (let's face it, it's RvR game, few people care about PvE, even less if PvE doesn't bring BiS/very good rewards). Imo introduction of a tokens would probably encourage people to stay in warband for more runs if they didn't leave empty handed if they didn't win gold bag.
Btw, does persistence (or whatever it was called, getting extra roll on next PQs attempts if you didn't win anything) even work? I remember it from live but never seen the bonus roll in here

Aggree with people, like Gunbad before was extremly hard to farm a lot of mega strong trash and hard boss'es. Not need to make so hard to farm that dumn pve content

The rise hardness of pve content for example or rvr lock zones - killing keep lord's makes people dismoral of it and they just losing motivation to play this game.

Honestly, that's why it's an Alpha. If you don't like the way things work / think things should be tweaked, there's a constructive way to give feedback, that doesn't come across as whining, and then simply not participate in whatever you think needs tweaked until it *possibly* gets changed.
Example: I don't like PvE for the most part. I didn't participate in testing for Onslaught. I see people's feedback about how it can be tweaked. *maybe* I'm not the type of person that tries to do Onslaught right now. *maybe* I wait to see if it changes to my liking in 2 weeks TM

the pve really isn't that hard compared to other pve mmos. like try wow mythic dungeons or even LOTR. nothing to complain about - seriously. game is easiest mmo to play as it is.
