That was 8+ years ago on the live server, and I'm not a GM- I just break slightly fewer things than I fix, currently. :^)

I pondered this question for quite a while upon seeing this thread and I honesty cannot think of a single way in which warband leaders could be tangibly rewarded that would not be exploitable in some fashion.
It's a nice sentiment, but just not practical in reality. In fact, even if there WERE rewards for leading WBs, I have a feeling that most players still would not do it. I refuse to lead because I had enough of herding headless chicken pugs around during my WoW days, thank you very much.

Maybe start from grassroots upwards? Reward people who make groups, which would then translate into WB play?

The reward should be for killing a wb leader with 24 players gives 30 min buff +5% crit damage/healing.
Also, we should get 6 hour buff +5% crit damage/healing for killing a guild leader of a lvl 40 guild.
Make them targets!!

Would be nice to get a warband-wide Masterlooter system going, so that when eventually Invader Crests start dropping, the lead could allow the rewards to be funnelled in whatever way is deemed best. (your own wb, get them loots for yourself

Another aspect of rewarding leadership should be rewarding guild leadership, and in general guild participation into the campaign. Currently you can be random guildless person, or even stay out of your real "guild" (so you can bend the rules of pug sc because they see you as guildless.... some 6mans doing this, shame on them) - and it doesnt matter at all for the campaign.
Keeps should not be too damn expensive to claim, and the rewards should actually be worth the hassle. I've seen so far 1 keep being claimed, and they have been open to claiming how many months now?
Something like, keep claimed - each person online in this guild adds 1-2% extra renown earned when in this zone - to guild members. Or more ram damage. Or better door health. Or reduced HP on enemy lord. Or even better moral gains. Or 5-10 faster mount movement. Or 5-10% more outgoing dmg, or -5% less inc dmg, or whatever might be deemed fit.
And eventually allow the guild banners of best guilds to provide some valuable helps in RvR - effects rising with guild "presence" so that not every 1man guild gets their banner benefits, but so that people have clear incentives to play in organized warband/guild setting and not just show up to participate in pugfestival2k18.
However it should not be "be big guild - win", but rather so that all the small guild of 2-3 players who keep joining pug wbs and might maybe follow lead, notice that there is a clear benefit to playing in an organized well functioning guild and it translates to better RvR campaign experience.
Yes, you can argue that you already get better rewards for playing organized. Or not, because your warband shows up to 3-5 fights and enemy throws in the towel because they do not have similar tool in their arsenal and the pugs vanish to the abyss of AFK. So maybe with more organizations on both sides doing their best, and not running 1-2man guilds and roaming in pugherds - both sides get those "semi" organized warbands going out and get clear incentive to merge their guilds for greater good of the realm and for their own benefit.
Not sure if "guild merge" is even possible, but would be lovely regardless.

So there is already a structure for this and it is in the guild rewards. You don't get special cookies for being a warband leader but you get special cookies for your warband via guild rewards which is a more communal reward. The reward is you get control of the guild rewards and the ability to delegate them. I am kinda suggesting that a warband leader is a guild leader or at minimum a officer within a guild which should be gifted by the player's or himself have more privileges then other's.
