Possibly reactivate the free level scroll quest?

Would it be possible to reactivate the quest that lead to the free level scroll?

On live the Cunning shaman/Grudgebearer warpriest quest not only allowed for the free level scroll, but the whole chain netted alot of exp and pushed people into rvr zones to complete the steps.

The reason I ask this is the last few ranks (38 and 39) people gain very little from the bolster. Being able to get to 40 and having access to the last tactic and last points would be a nice QoL change.

Currently it's still possible to recreate a bug(and thereby exploit) that resets your Quests, so I'd guess "No" would be the answer.

Save your Epic Quests for the last 2 levels. Or just grind. On lvl 40 mobs I think you need 100-150 while rested to lvl 39-40. Doable in less than an hour on any class. Always remember to park your character in Altdorf/IC or use a Guild Scroll, you get better Rested XP in there than the rest of the game.

Lastly, since the XP nerf change to grouping outside of the 5lvl range, seems to of either removed or greatly reduced the XP penalty for grouping with a 40. So from 36+ you still get good XP on PvE Mobs when with a 40/80...

I actually brought this up today, and we're going to continue tweaking leveling as a whole instead of adding this item or one like it- and Dabbart is right. The scroll COULD be set to only be useable at level 39, but then why even bother and not just make level 39-40 cost 0 exp. Changes are in the works, wait till friday, then let the team observe and adjust from there.
