As a player who played Warhammer Online for years and has now returned to play Return of Reckoning I am struck by the lack of PvP for T2 & T3. I enjoyed T1 with the constant PvP with my only gripe being the missing T1 scenarios (which used to count for T1 PvP influence) I was however engoying it and looking forward to moving up the ranks and continuing on. Then I got to T2 and was thoroughly disappointed. I found that there was no dedicated T2 PvP anymore and that all PvP zones from T2 onwards were essentially T4. An arena in which (even with the level buff) there was no way I could possibly compete (any encounter with a player lasts only a few seconds).
I think that the change to the PvP zones is to the detriment of the player base and the server as a whole. At the moment a new player will play through the starting chapters until they get to the PvP area. Once there they will hopefully have a lot of fun and want to keep playing. Then they get to T2 and when they look to continue the fun of T1 they find that they can't; they are basically useless until level 40. Even if you wanted to play scenarios instead you will likely be unable to as players will either quit out of frustration, start another T1 character or power to level 40 ASAP. This results in no T2-T3 RvR and all the RvR armour sets being mostly pointless. This also contributes towards the large number of high level players with a low renown level (which I understand is a major issue for players in the late game).
I would like to suggest that the T2 & T3 RvR zones be reinstated with level caps which will help to continue the flow of the game throughout all tiers. This will in turn lessen the late game hump in renown level as players will have a chance to work on leveling renown in a more organic way. It would also be good to reinstate the tier specific scenarios as many of them were designed with specific skill levels/abilities in mind. They would also provide T1 influence for their partner zone (eg. Gates of Ekrund gives T1 Dwarf influence, Nordenwatch gives T1 Empire influence etc.), which would help to keep players on a more competitive level with each other.

Basic consens is:
When T2 and T3 were seperated they were ghosttowns. Everyone was in T1 or T4.
So in these zones you couldn't get renown as there was no one there to fight against.
If you have up to level gear on your low level char the bolster will bring you to lvl 48 and you can compete.

Sorry but no. Bolster does not let you compete. Bolster only makes the slightest difference. Gear makes a HUGE difference as do abilities, tactics (and slots for tactics). As a bolstered DoK I died in 7 seconds while healing myself to a lone character. There is no way you can tell me that that is "Competing".
As for "everyone was in T1 & T4" I imagine that was due to low server population. At peak times now we're getting above 600 players. The problem now is that you will now never get players in T2 or T3 because the option has basically been removed.
Listen this is an issue. I was enjoying this game and now I am considering dropping the game and playing something else (along with my handful of friends who are playing with me) because we cbf grinding out the rest of the game just so we can continue our fun.. It's poor game design to make a slump in gameplay just as a player is getting into it.

Show the gear that you were wearing when you died.
Anything less than gear at your level, with talismans, and potions running, is going to be irrelevant compared to players that are wearing end-game sets, with talismans, and potions. If you want to be competitive in RvR, you should at least put in the relative effort of players at the top end.
You can take two players wearing BiS gear, tell one to remove all of his talismans and isn't allowed to drink potions, and you'll have the same effect.
Bolster works fine. You're probably not using it fully.

one of the best decisions they have made to be honest as it was needed
I think people was getting tired of seeing KV or chaos wastes four days in a row everytime they logged in... Now it is more choice and a little less repition which should be viewed as a good thing imo.
Ideally you would have T1-T2-T3-T4 but in reality... server population would need to be super crazy high 24/7 for t2-t3 to maintain a active presence throughout instead of be a useless ghost town / waste of resources... plus it also got rid of the messy respec / debolster just to play these areas ...
It also as Glorian mentioned... it improved ease of teaming, newer players can get into the main action faster and team with higher levels easier... some people will view this with pro or con's... but as wargrim mentioned bolster works alot if you maintain/stack your gear (veterans will know how to maximise this, newer players maybe less so but its still there and very viable to be used)
Only EU evening's was there ever really any Semi interesting action in t3... for a couple of hours at most a evening... and that
varied greatly from day to day, week to week. NA and other timezones would get shafted harshly with low pop spread also. T4 now can have better action/coverage than t3 ever did most times of the day... that is the logistics. You just see things from self point of view, instead of look at bigger picture and other time zones. I don't play NA times but im glad they have a better system for their population so they can have fun too.
The dev's saw a problem, they fixed a problem. They enhanced the main part of the game, at the very very minor cost of something that was barely ever used and replaced. I don't see the negatives... non EU time zones win with better population, new players win with ease of teaming, EU prime is more likely to have a healthy population also. Players don't need to spend 5 gold and 20 minutes respecing /change gear/tactics to debolster... more maps used.
I would like to know how the negative's outweigh the positives as i just don't see it. If you got nothing to fight in t2-t3 = no renown = no pvp... you got something to fight = level faster = more fun = win.

I agree to the existence of the problem mentioned in OP.
It was insane fun to introduce a mate to the game on the weekend and jump to 16/25 in a couple of hours of roaming around T1. The cliffedge at 16 is real though, as the same thing just doesn't work in T4.
BUT - every alternative I can think of, as well as the one OP mentioned, is just so so much worse.
