Originally this debuff was suppouse to be applied on bigger number faction who sits in keep w/o going out and trying to fight, now it applies on players who actually trying to siege enemy keep...

DR if working correctly would be true tool to counter zerging faction and force zerging enemy to either switch side to balance numbers or switch zone - reducing cluster lag fiesta in overwhelmed zone... One thing that fixes 2 problems...
