Possible always have an open RVR zone when Fortress is on?

Hi, would it be possible to always have an active RVR zone for those not in the Fortress fight?
Am sitting here queueing (the spelling of that word btw!!) but no pops. Would have been nice to have somewhere to roam even if sparesly populated.

That was bug.
If there was a Fort in the past there was always an open RvR Zone too.
