For what i understand you have to be at least r40 and to have the Red Eye set (which can be obtained in Gunbad) and the Sentinel set (which can be obtained in te city dungeons)

And from what I've heard Dungeons will be opened for everyone with the release of Bastion Stair, so you don't have to complete the prior ones to enter the higher ones, but to equip their armor sets.

So basically unless you have the full (apart from Cloak) Redeye set from Gunbad (and its ward from ToK unlock) you won't be able to equip the Sentinel set from City Dungeons, etc.

Other drops like crafting materials and the new weapons will not be bound to wards I guess.
