Zone lock bag rewards

Zone lock bag rewards need a serious overhaul. At 40/32 I should not be getting Devastator gear and BLUE lvl 18-26 gear in a gold bag from a t4 zone.

I propose that once you hit lvl 40, you immediately start earning Officer's Medallions and rvr bags have Annihilator level rewards. The bags at least need to have tier 4 level non-set gear. Giving t2-3 blues is worse than giving nothing at all in the bag.

I would suggest the following reward structure for rvr bags based on level:
Lvl 1-39: Non-set items are level appropriate, set items are based on renown:
* 1-10: Decimator
* 11-20: Obliterator
* 21-30: Devastator
* 31-39: Annihilator

Lvl 40: Non-set items are same as current 40/40+, set items are Anni for <rr39, as current 40 and above.

This will a) alleviate the disappointment of getting a gold bag at 40 if your RR is lagging behind and b) help newer players get to a decent baseline of gear faster so that they can be useful in the war effort instead of being free kills.

Edit: As an additional change since rr30+ scenario weapons/armor cost Officer's emblems, Scenarios should start awarding Officer's Emblems at either lvl 30 or rr30.
