rune of cleaving cooldown

I noticed the armor debuff tactic that zealot has was mirrored to RP but for RP its a 10 second cooldown for rune of cleaving. Is it possible that it could be reduced to 5? Its already meme-tier on zealot but for RP its such a long cooldown that you have no tactic for 10 seconds if it disrupts and its a waste to use rune of breaking for it.

RP version is also higher in the tree and has no elemental debuff to go with it.

It being higher in the tree is fine because its pretty common to go for ancestor's echo these days but the cool down on it feels really bad.
