Suggestion:
Include the under CR/RR 40 oRVR bag drop tables into the CR/RR 40+ oRVR Bags
Add generic PQ drops for T3 & T4 PQ bags
Rationale:
- Improves new T3 & T4 player experience (Can get gear other than Mayhem / Ruin, can get gear from oRvR that may provide alternate options to duplicated items)
- Promotes additional play opportunities for current players (Fashionhammer is the best reason to play)
- Drop tables for orvr bags already exist, it should just be a matter of rolling the tables together (Low work required)
- Removes the pain point and reduces playerbase angst on unobtainable appearances (Less player crying <--- :babyrage:)
Feedback:
It isn't a deal breaker, but it really sucks to find out you missed out on a weapon or armour appearance due to picking a different influence reward while levelling, or levelling past the oRvR bracket.
It's a little bit of a sore point with many long-term players, as every player engages with the appearance system in some way. It's not uncommon to hear "Oh I missed out" or "I can't get that appearance anymore".
Recently I went through and tried to pick a bunch of unknown skins to see what was available. Much to my chagrin I've missed out on a few, picking other rewards while levelling, etc. It struck me as both annoying and unusual that throughout the PvE T4 PQs only reward Ruin fragments, locking many skins behind influence options, but you can farm appearance items from PQs in T1, and T2.
Likewise, there are also unique skins available in ORvR bags, however once you level past the bracket, you will never be able to see those appearances again, as you will now receive RvR bags appropriate to your level.
My understanding is there are already drop tables existing for oRvR zone-flip bags for under level 40. I believe it would be beneficial to add these existing drop tables to the current level appropriate bags, either in ORvR or tier appropriate PQs.

This axe is only available to Ironbreakers from the Blue RvR bag, if you're CR 30+ and below RR 40. If you level past it, bad luck. Adding it back to the current RvR bag system would be another option instead of tokens from bags.
