Most melee classes don't struggle as much with this as they have some form of slow, including mSH. IMO it makes sense that there should be a slow on Draw Blood when used in Assault stance. This mirrors the mSH version, and keeps it in line with a lot of other slows that have a DoT component.
An alternative would be to make Takedown usable in Assault stance, but that's a bit more powerful since few melees have a ranged slow.
