So there is a lot of issue right now with throwing and cross realming and all that, but i cant really blame people. If all you need is Sov, why do you care about defending a keep? You WANT to get to the fort ASAP.
So what can we do about this? Easy, move the carrot. People are going to rightly follow the path of least resistance to reach their goal, so if we make it so that fighting in large sieges over keeps and winning either as the defender or attacker rewards people on their way to that goal then we are now encouraging the behavior we want to see.
If Botting is the best way to do something, people will bot.
If Nascar is the best way to do something, people will nascar.
If throwing is the best way to do something, people will throw.
We're wasting time and loosing people if we try and force people by banning rule breakers on this issue when we can just find a means to appropriately reward our big fish. How exactly i'm not sure, perhaps once a keep closes up, you receive compensation based upon your RR, for our 80+ that might mean a Royal or so. Maybe this can depend on how long and hard the fighting is, if said person defended Praag for a 20h siege they are rewarded rather handsomely.
I still want to see cities, but not like this. This isn't special, its just dirty.
Final thought is concerning Forts and Cities themselves. If i fight in Praag all day, push into the next zone and finally reach the keep but get stuck in queue i get no reward? Why? Should the people whom contributed to the Fort not get some compensation whether or not their in it? Perhaps not a bag roll but a few tokens? On the same note and even more so is the City battles themselves. If you've been fighting in the lakes for hours to push to the city but you cant get a WB you get nothing? If you are not 40 yet you get nothing? You contributed to the city and should be rewarded! Getting in might give more rewards via bags but to some degree contribution should be rewarded as well.
And should someone want to swap sides, thats fine, but they loose that contribution.

Re: Gear Progression and Encouraging Good Behavior
Rule enforcement is a separate issue from development. If players insist on ruining the game and exploiting based on their personal greed for carrots, they're going to meet a hammer over it. We're not losing players who make the game better, but players who are actively seeking ways to make the game worse for others.
Re: Gear Progression and Encouraging Good Behavior
First off thanks for your reply as it shows some degree of consideration.
For sure, ban as needed, but if we move the goals it will help positive reinforcement. I'm sure its more complex then i know, id just love to find a simpler way to address it and proving that people are throwing cant be simple. Even if their just unenthusiastic defending it ruins the spirit of the game.
