Two quick questions for Destruction.

Does the Inevitable City have a 16+ Dungeon to obtain the Keeper Set (or a similar set?) If so what is it called and where is it located?

and.

Where are all the quests? Altdorf has like literally 30 quests to complete but I cant find any in the Destruction city at all!

So actually 3 questions, but hoping you all can help me out! '

The dungeon is the Sacellum. Most of the quests (and the dungeon itself) are in the arena in IC, but a few others are dotted around on other NPCs in the city.
