What is the purpose of boosting/weaking attack speed?

Talking about auto-attacks, it's just a bug or does the game not auto attack people by itself and you have to spam the auto attack button? Because I went to test it with a mob and stood there doing nothing until I pressed the auto attack button, then it attacked once.

Auto attack triggers when you attack a target or right click an enemy within range melee has to be in melee casters have to be in melee as their as isn't ranged rdps trigger when an ability lands or when ypu manually trigger it
