Issue
fort population unbalance.

behavior
1. mostly in low pop time zone, probably NA.
guild or leader xrealm to push fort,
to open higher rank or unlocked city.

2. because winner 5 loser 2 invader medals, farmers smell easy 5 they add zerg numbers.

during fort push it's max attacker vs less than 100 defender.

it's not surprise, typical easy farming.

suggestion
I don't think you can stop throwing. defenders want city too.
at least to fix pop unbalance, reduce winner reward when population difference is great.
reduce to 'why bother to zerg for that small reward' level.
it may stop zerg snowballing.
