T2 max level w.r.t. gear dropped from keep NPCs

First let me say thank you for getting T2 online. I imagine your efforts go largely unappreciated, so I just wanted to put that out there.

My suggestion has to do with either bumping the max level to 21, or changing the gear drops from the keep NPCs. Granted, I was not party to any of the discussion involved with setting the level cap where it is, so if there exists a compelling reason to leave it as is, then not having the keep NPCs drop level 21 gear would be appreciated. My preference, of course, is raising the level cap; however, I understand there may be reasons for not doing that.

Again, I want to thank you for the work you've done and continue to do, and I hope my suggestion is given consideration.

Hi there. The reason the level cap is not 21 is because I have not completed the first set of mastery skills that can be unlocked. Given that the Order classes have more mastery skills implemented (SM 9, WL 1, Knight 9, Chosen 3), I would rather not present a biased and incomplete state to the server.

What I will do is move the maximum gear level down to 19, so that any NPC with a level above 19 will drop 19 gear.
