Times have changed. More 80+ now with zero chance to be crit, sov gear, discord, more experienced players. BWs/Sorcs were also A LOT stronger in the beginning, basically because people had less hitpoints, weaker gear and had less experience how to counter them. It's meant for mdps, rdps, healers and yes, even 2h heavy dps or, gasp, 2h actual tanks - it was designed to enforce group play - that's why the biggest limiting factor on guard is that it is party-wide (and only 30ft). Easiest way of dealing with guard is party-focus and CC or dmg overload on paper-thin ones.

Heal debuff (inc and outgoing). CD increase, cast time increase, knock-downs, debuffs, silences, staggers: the tools are there to be used - that's why we have 3 bars full of skills...

Anyway need more incoming and not all classes have incoming heal debuff and it can be easy cleansed by healers, even without also it's not permanent effect.

Of course, this is how the game is balanced: every tool has counter-tool. Every skill or tactic can be nullified.
But you need group play to utilize that.

Also: I run solo 99% of a time (I have had my 5 years of guild-exclusive warbands and premades, now I only join groups when my guildies need me). Not to mention that "common player issues" usually vanish after a year of playing with a good group - I've seen and played with enough "fresh" players to know that this is common rule in all the multiplayer games I've played.
