Revisiting [Diminishing Rations] orvr

Hello,

One of the systems in this game to stop a realm from bunkering inside a keep and not run supplies, is the Diminihsing rations system. Basicly giving you a wounds debuff within the keep range, if too many players are staying there too long, and too few supplies are brought in (compare it to besieging a castle irl and starving the defenders)

I think the intentions of this system was alright when it was firstly introduced. But now it makes me wonder if it is still needed, or even working correctly.
A search on the Github does seem to prove the system has had a couple of issues with the wounds debuff values, but also procing while AAO is up. And one post I never got around to report, where the DR seem to kick in based on only the original keep-ownership. So only in the keeps that were originally Destro keeps and Order keeps, for their respectable realms on Live servers (as RoR runs with a randomized keepownership system when the zones open)

But all in all, I do wonder. Does this system still have a place for oRvR in 2021/2022?
Reducing your wounds against siegecanon fire, Best in slot damagedealers, morale drops, and whatever else. Is that even a fun mechanic, and if not are there any alternatives we can think of to use instead to serve the purpose of a mechanic to prevent keep camping?

Personally I would probably like to see DR just removed as its antifun imho. Or if it was to be kept in, make it more of a AP cost debuff for the campers, you know as they dont get enough supplies and hence have less energy to fight while being exhausted.

Personally i'd like to see order not sit in keeps all night - rather than remove it, id like to see it increase so that you get insta killed after 15 mins :)

Remove both it and Malus effects
