my 5600x doing just fine even with 66 addons enabled, before entering fort i change to fastest framerate, play 3440x1440 and i got stutters only when characters loads up (like after a wipe everybody rush in to inner main and all 100+ chars shows up in close range)
I7, 32gb ram, Gforce 1060 6gb.

But, yesterday in a fort, like 20 people disconected from server when the attackers push, and it is a commom problem for all players, not only me

Sounds like a addon issue, worth a try to test with a install with no addons at all
I just format my PC, no addons (only enemy and sequencer)
Disconnects in fort are 99% time related to addons wrongly setup, which clog CPU with unnecessary things. I cant rememeber last time i DCed in fort or keep siege unless i did /reload. So if u DC in fort/keep siege take care of your addons. Remove ones that overload CPU (WSCT, Enemy - combat logs, any dps meters, etc) or use optimised for RvR replacements - combattextnames, use macro to toggle combat log on and off etc).

The spec you linked should be enough but not for full effects, I know I had to overclocking the cpu I have to 5ghz to run smother and also be carful of addons.
Last I can suggest is reduce chat history, lines and duration else maybe the network could be an issue. But not convinced what the issue is for you.

I had similar issue out of blue but it came and went away a month after. It was about six-eight months ago. I have powerful PC too and had effects, names etc disabled and chat history minimized. Weird
