Usually for 1h tanks:
10k+ HP, block > armor > parry > the rest
Toughness is good but do not focus on it (no talismans with it).

Starting out, 7-8k HP for Gunbad etc is fine, just spec into reduced crit and you'll be fine to tank that.

Make sure that you are 75% phys mitigation from armour. Add some reduced crit renown and a few initiative talismans and you can tank the 1st+2nd tier dungeons fine.

Figured I'd run a quick little test against the champion demons that are in the cities now for the event. The first half of the combat log is the demon attacking me before I drank a Toughness potion, while the second half is after I drank a Toughness potion. Just for reference sake I was wearing a Bloodlord weapon which lowers Toughness by 10%, but you can clearly see a reduction in damage taken by Toughness. Essentially a 1.5% damage decrease just by adding 72 Toughness. If you are already at armor cap and have as much avoidance as you can get from gear, you SHOULD add Toughness because it DOES work.

Parry is just as good as block in pve. All mob attacks are physical. You can parry fireballs and everything else.

In PvP yes, but all mobs attacks are always counted as melee attacks ; thus you can save renown by only speccing parry/block/Hardy Concession, for PvE mode.

The person I quoted said all NPC attacks were physical which is why parry works. I was pointing out that the damage type of the attack (in this case, physical) had nothing to do with whether it is parried, dodged or disrupted.

It's not that it doesn't work, afaik attacks against and by NPCs use pretty much same stat based calculations as vs another player, and you can reverse calculate of much of each stat they have.

With exception of NPCs +10 lvls over you which you basically can't hit.

Which makes toughness fine against normal mobs, but as Omegus is saying, against bosses, which are the only things you should die to and so what recommendations are made for, their very high base damage makes toughness a weak stat, especially once you consider low geared tanks that have to pick and choose.

As others already noted, Toughness does work, but the reason you'll see it prioritized in PvP over PvE is due to the damage differences.

PvP: Reducing 200 damage on many 400 damage attacks = great!
PvE: Reducing 200 damage on a 3000 damage attack = still hurts a lot!

Because dungeon PvE mobs and bosses both hit much harder than most players, and as many bosses do large amounts or even true damage to the player, Wounds/Armor is often more useful as it helps you avoid getting 1-2 shot and gives your healers time to save you.

exept in gunband , there you need spec also dodge.
