Actually i have this exact situation to, i have 2 sent jewels on my alts, but 1 of them is only capable of having just 1 sent, the reward from other vendor disappeared when i collected the first one. no idea what is causing that. So it’s not claimed but its unavailable.

As others have already said, be sure to check both rally masters.
And now the actual tip:
Unequip your sentinel ring, put it in the bank and go check for the reward. 2-3 years ago you didn't get the reward option (the ring was not even visible as a possible reward) if you already had a sentinel really ring equipped. Maybe that's still the case.

Now excuse me i have to go to the temple to receive my punishment for helping a filthy destro

I don't have the reward of jewel to the two dungeons, when I took the reward at BB, 0 reward at BE. So I don't know if it's me or a bug for destru or just a punishment from the devs hahaha

If you relog/crash/leave zone after finishing last influence reward from BB it will be gone, simply when you finished BB and you have the last reward when you head to the BE check the influence guy and get your second jewel. Atleast this is how it worked for me.

Try running BBBE again, I've been in situation where I did not get equal inf from BB and BE (thx DC) and was only able to claim from BB until I did BE again.

Some old patch changed that you can NOW add a normal stalismans (up to +24) into the PvE ring slot too. So if you have 2 sentinel/triuphant rings, you can have one with permanent talisman and second for event one.

The trick with the bank posted above (to get 2 sentinel rings) works.

After depositing the ring to the bank, logout and relogin and then go claim the 2nd ring (with the first ring obviously still in the bank). Did it today with a toon of mine which never cared to get the 2nd one simply to test it. Worked fine again.
