Edit: After the patch, mara with PB, 300 ws, and -1600 armor debuff, vs 3.5 k armor (sov healer with armor talis).
300/14= 21.4%. +PB 25%= 46.4%. 3500-1600=1900. 1900 * (1-0.464)= 1018.4 effective armor. /44= 23.1% armor mitigation which the healer will actually have vs the mara.
Same 3500 armor, but now without the armor debuff:
300/14= 21.4%. +PB 25%= 46.4%. 3500 * (1-0.464)=1876. /44= 42.6% actual armor mitigation vs aoe.
Zealot aoe armor debuff might actually become sought after. Or everybody will just switch to choppa.

Just wanted to be clear, I got it wrong, PB change to Maras is in line with similar changes across all classes. That's precisely the type of change that can shake up a meta and I'm all for it. Only concern would be it could harm kill-time which in a heavily def oriented meta, feels like a change in the wrong direction, everyone will be tankier, but maybe that will help RDPS. Who knows, but I'm reserving judgement until the bigger picture is visible.

In what universe should a normal ability trump a morale ability? The opposite should be true in every case. I know we've nerfed Morales into the ground, but surely Morales should out-perform regular abilities.

Nope. Rampage makes the attacks undefendable. No amount of block and parry will let you block or parry an attack that cannot be blocked or parried.
