I would like to suggest solution with in my opinion shouldn't be hard to implement. One tiny element to increase importance of periodic city struggle in a form world buff for victorious side.
Let's say +5-10% renown and increased crest drop chance for a duration of days equal to the number of city stars. In case of draw half prize for both sides.

The idea is a sound one if scheduled cities weren't a thing. There were a few ideas of buffs back when city pushes were a thing.

My idea back in the the day was instead of another buff was: depending of the stars of main city, gear would be either cost more or less. ( exp. 1 star city + 20 % cost to gear or 5 star city -20% cost of gear)

Scheduled cities were introduced due to cities only being pushed at odd hours (exp. 0300 eastern). Mainly because prime times zones were a stalemate and those that play during those times saw city maybe once or twice in 3 years. While those that play odd hours saw city 1-2x a night. Also, city loggers were a thing as well.

Also, not having scheduled cities caused players/guilds to push city at those odd hours depending what side those guilds were gearing up. Again not "fair" for casuals playing at that time or the other players/guilds that didn't play during odd hours.

Too many ppl sadly dont care about city sieges -.-
Should be the the endgame content again imho.

Still wouldn't come to cities.
