That's what it was changed to in 2020 before being reverted back to the current version when the new ability system went live, and the channel absolutely gutted the ability as it then prevented:
1) Being able to heal while using it, which was never a problem.
2) Being able to provide overlapping damage, which was never a problem (lol DPS Zealots)
3) No longer being able to use it while airborne which meant it was no longer a useful counter to being pulled, and as a side-effect...
4) Being punted also shut it down
5) There was no way of cancelling it other than using a different ability, meaning you were locked in for 1.5 seconds due to the GCD and then had to make sure the next ability you used was valid in order to cancel WoI (you can't move or jump to cancel as it roots you in place).
6) Probably more niche uses I am forgetting.
The patch notes for the change back in 2020 can be found here and they were, for lack of a better term, utter **** bullshit: viewtopic.php?f=42&t=35169 *. All that was mentioned in the patch notes was "Wind of Insanity can now be interrupted by pure interrupts. (Taunt, etc)", so people rightly assumed that it would remain a toggle but interrupts would stop it. Instead, it got converted into a channel and all the issues above occurred.
I have no problem if the ability is reverted back to the 2020 "intent" (rather than the execution) where it works as it does now but pure interrupts turn it off, but please don't put it back to being a channel as it causes so many additional problems for the Zealot.
* This was also the patch that nerfed the heal debuff tactic because... DoKs were doing too well in 6v6 with a similar-but-better tactic. 2020 was the year of DPS Zealot nerfs.
