I am a fairly new NA player (1 month now after the last twitch event). I'm also a huge altoholic. Playing most of the classes up to midtier has been an excellent way to come up to speed in the game. And we all know the game is really about the Pee versus the Pees for your Ahhhr's struggle against those cringey, definitely nothing like you at all players of the other Ahhrr. They so terrible.
Anyway, one of the best ways to learn how to play versus the other Ps on a new toon is in scenarios. Now, I feel the game is (and should) be balanced around the RvR lakes. But it's not easy to learn your dps rotation, how to triage as a healer, or how to control the fight as a tank when its today's Blob Dole vs. today's Blob Dole the Lesser. Wez smashin buttons, for Gork n Sigmar, and people be gettin stick'd in the duffer and dyin--FAST. Learning to control your own character and how it intergrates into a bigger fight happens easier in a smaller scale, onramping fishbowl.
You mean Scenarios, right Spacefish? BY SIGMAR, YES! It's a less chaotic but still competitive, perfect training ground for the boyz n gitz to smash each otha ta bitz and learn, well, as the kids who are now boomers say: L2P.
So's everything is as perfect as Ellyrion wine and a Ulthuan sunset, no? Khaine curse this situation, NO! But... why? Well, because once a git or a state troop has L'd 2 P, it's in their very best interest to have kept their RR as close or higher than their CR as possible. But the base XP to Renown ratio in mid tier scenarios is basically a bit (by Grungi, actually a lot) Overtuned in favor of XP (and especially punishing for the losers who get High XP, Low Renown).
A high XP to R ratios incentives me to: A) NOT join dungeon groups after I have my keeper set or skip the dungeon entirely, B) not join groups for PQs, C) not do any group PvE (you gitz the idear). Don't worry, I know about the PvE Instuctor's Boon and have a stack of them in my bags on each character. Valaya weeps, for this is not enough, because any XP without RR is not optimal. But could be >>improved<<. And this is 2024; you can change incentives, you can pull the levers and tweak the prods and carrots, but you can't change people who can and will treat every game like and optimization puzzle. That's isn't the only tug on people's soul in games tho. I would happily tank or heal dungeons I personally don't need to aid the Karaz Ankor et al, but not if it feels like it actively hurts me. (also probably a good idea to incentive lowbies to make real dungeon groups versus carries for the L2P).
What the recent events with bonus renown have shown me though, is that with higher renown in mid tier scenarios, you can actually be CHASING your CR powerspikes at Soldier/Officer Ward. This seems like the way it should be. That's my opinion and I'll be coming to kill and emote spam at anyone who disagrees with it in scenarios and RvR, so help me Sigmar.

So what is the main issue?
Not enough PvE Enjoyers and that is the fault of Midtier SCs Renown to XP ratio? I do think that lvling should be made faster, but if that is your point, it feels like a bit of a stretch.

Main issue is that people trying to keep their RR high while leveling up shun mid tier scenarios outside of the events because the XP to renown ratio is overtuned in favor of XP.
It's not even the main issue behind lack of PvEers to do PvE content, but it's not like it doesn't trickle down to that issue too. Just speaking for myself, I would help people with more PvE content out of charity / sociability if I didn't see unearned CR XP as a precious resource to conserve so I don't land any more of my characters at 40 with under 30 RR like I did the first time.
I personally think XP is actually too fast, but different strokes for different folks. If they want to increase XP from any and all PvE I don't care because I will just use my PvE instructor boon and/or choose not to do the PvE. But if I want to level by PvP (including scenarios) feeling like you are getting "too much" XP, and in scenarios you are, is an issue.

He is more than right, u hit lvl29 with rr27 if doing just scs. Mid SCs renown gain is way to low, doesnt feel that XP are low. Old times u could get out of Mid SCS with rr60+ with xp scroll and now not even rr40.

Midtier renown is good right now. 17k for a win with 30 kills.
More than I see in t4, usually because theres only 6 or 12 kills and everyone quits until the 11min mark to surrender.
The XP scroll nerf broke the leveling through sc only route. You now will hit 40 around rr45 if you only do sc. You must waltz out into orvr to get your rr above 50 before you ding 40.
Before you'd easily be in the mid 50s using xp scrolls. Try hard could get into the 70s before hitting level40.

Didn't suggest a nerf to the XP or to be able to use the XP scroll in mid tier scenarios. We don't want high 30s camping out in mid tier for very long ruthlessly crushing low-end mid tier players. Leave the XP alone so the scenario leveling route pops out a fresh 40 with at least Conq and hopefully Vanq not that far off so they are viable in T4.

You will not be in vanq at lvl40 anymore youll be somewhere in the mid 40s most likely with 10+ renown ranks to go. Then you're expected to go into rvr in your annihilator armor and be a sheep.
Chasing your CR is not linear in this game. If you're not in the 50s when you hit 40 you're going to be gimped for days/weeks. That's if they keep playing.

i'm currently taking a char through the mids, outside of ch1 just to get basic gear I haven't really done any pve. struggled to have the renown to equip devastator and now i'm way off the rr for annihilator despite being cr 36. scs have been fairly balanced we dominate some nights destro others. rested exp might have a little to do with it but not all. i'm also drowning in crests, i could probably buy almost conq and vanq. something does seem off with renown from scs

Would be as easy as bringing the xp scroll back. Or boost the renown perm 100% like it is or seems to be right now. Either option works. I'd prefer the scroll as you could then get 3k+ crests before 40.
