Somewhat based on alphafx1' suggestion here, but with changes and additions.

1. Increase the number of BOs in each zone to 8.
2. Holding a BO levels up keep. However, if the other side holds 1-2 more BOs than your side, your keep stops leveling. If the other side holds 3+ more BOs than you, then your keep actually delevels, the faster the higher is the other side's advantage in held BO numbers.
3. Make BOs give renown ticks to all in some range around them, just like they did a few years back. However- make the ticks scale up with the numbers of the other side in the zone- the more enemies are in the zone, the higher is the tick. Still however, some ticks should be present even if there are no enemies in the zone- to motivate players to go there, which will then motivate the other side to come to hunt them down.
4. Holding BOs heals keep door- the more BOs are held, the faster. With 6+ BOs held in zone, doors take no dmg.
5. Holding BOs heals keep lord- the more BOs are held, the faster. With 6+ BOs held in zone, lord takes no dmg.

Re: BO based rvr.
I'm sorry but i disagree. I think there is too many bo's in a zone now. Take a look at Blighted isle for example. I have seen alot of peeps say they believe it is too big of a map. However if the map was reduced down to only 2 bo's like House of Lorendyth and the Altar of khaine. Now people wont have to ride around all the time on the map. They could focus on only 2 bo's and perhaps see more opponents. That is only t1 yes, but it could work in t4 on some maps. Using only 2 bo's for each map.

Talking about T1 zones should not be part of the conversation when discussing the overall need for change in ORvR.

Read the last two sentences. As i said it can apply to t4 zones as well. Because some of those zones are very big and require alot of riding around. Take a look at Thunder Mountain or Black Crag or Perhaps even CW. Its called using an example that everyone might know of and understand. At least im trying to discuss the issue here. And not try to shut down someone elses viewpoint with a snarky reply about what you should or should not discuss

Re: BO based rvr.
Just wanted to add my two cents to this;
Some years back there was a similar system indeed, but people complained that they stood around holding BOs too much, rather than doing the fun thing - fighting. Right now it seems we are in the opposite extreme, with fighting being too emphasized and thus blobbing becoming the main mode as there is no incentive to operate sepparately.
I think holding BOs by itself may not necesserily be the optimal solution, even if you make it 8 BOs, because it still swings the balance between objectives and fighting back to the other extreme.
However, having held BOs heal the keep door or even make it immune to damage after a point is a good idea. It will give purpose to smallscale teams and promote cooperation with the big warbands doing most of the sieging with those teams. That seems like a positive change to me.
The main message is that sitting on BOs being the main way to level up or level down keeps is probably still half-baked, and we should think of a different method of trying to bring back objectives as an important part of RvR.
