Pocket is a real bad idea but ring not locked to slot (as long as no leg talis) wont be bis for everyone. It will be bis maybe in one content (st-wb-solo-small rvr etc) but not for everything.
All class/spec are viable as long as you dedicate your time to making it work.

Naturally, this is not the position of the developers, otherwise they would not have surprised PVE content with their time and energy. But for many players PVE has no value for various reasons that do not make sense to discuss. The fact is that there are quite a lot of such people. Why not give them the opportunity to get the items that interest them for RVR currency? This does not affect the rest of the participants who are interested in receiving these rewards directly in PVE content, while saving RVR currency.

If for example PvE gear was available for PvP currency (e.g. Bloordlord weapons for 600 war crests, or Onslaught gear at the same price as Vanq) then this would lead to less people trying to do PvE which would in turn impact the part of the community that likes/prefers to do dungeons. This would make the Pug dungeon experience even more horrendous than it currently is, since less experienced people would like to run with them.

The same goes the other way too.
If high-end gear (e.g. Sovereign, Triumphant, Victorious) was acquirable through PvE, then you'd see a ton of people leave the RvR lakes and spend hours on end in dungeons to try and get that gear due to how much faster PvE crest-equivalent gains per time-spent are (e.g. Redeye gives the same ward, pieces and similar stats to Conqueror. Redeye needs you to spend around 3-5 hours in Gunbad but Conq requires 849 War Crests to buy. Can you farm 849 War Crests in 3-5 hours? Most people can't even come close.). This only gets worse the higher the Ward/ilvl of the gear in question. Take a look at Bloodlord and Invader situation for example, a ton of people hate Bastion Stair with all their might, but still choose to do it because of how absurd the PvE crest-equivalent gains per time-spent are.
You also see it a bit currently with a lot of groups preferring to do Lost Vale over oRvR, despite it not being needed as part of your mandatory progression. Why do they do it then? The cosmetics are a big part of it for sure, but a lot of people have already realized how good certain Darkpromise sets and weapons are for some classes.

I think that at the moment the game has a good balance between PvP and PvE and would love to not see it ruined in either direction. I just wish the PvE incentives were more cosmetic focused or crafting profession focused (e.g. GB purple seeds) rather than necessitated by exclusive BIS gear.
I do not share your logic, for me it is contradictory. I am of the opinion that any artificial incentives or restrictions to do something against desires are not promising for games.

If all members with proper gear(not BiS) with voice and knows strategy - without secret bosses and hard modes on main bosses it can be closed in 1.5h(or even less, depends on party composition).

With /5 party it will be total random and as all previous dungeons can be terrifying, find members for X mins, group up for Y mins, many wipes on every boss and trash mobs, leaving or dc in a middle of a dungeon and so on.

There are two categories of players in this discussion. Some people are happy that they have the opportunity to try something new for certain specializations. These people have already gathered and completed LV.

The second category consists of players who only brainless run in RVR and understand that they are so inexperienced that no one will invite them to a normal group. But the game is not real life. Everything is much easier to achieve. Take some time to learn the mechanics, find some companions, and explore the dungeon. It's much more interesting than capturing empty zones without resistance.

The next step for developers is to allow players to receive unique rewards for their scenarios.

BO and WE for easy game on mid tier sc.

Glad however to see 4 pcs procs, especially Group-wide ones which are a very good idea to bring more interest in these sets.

It opens more variety for 5/3 or 4/4 mixes with endgame gear, and I appreciate the fact some %-based bonuses are more spread over different pieces, giving even more choices than having to choose between Warlord or Sov, only to see similar stats are on the exact same piece every time.

My fastest run was 1 hour 27 minutes. A regular one with experienced people will be 2 - 2.5 hours.

4 hours is not normal, there is some major issues within the group if that's the case. competent groups can full clear in 50-70 mins fairly easily as both 2/2/2 and 1/3/2. my first learning fun-run was 2h15m on day 1, my fastest with 2/2/2 in voice comms was 55 mins and fastest non guild non voice "pug" run was 65mins (not counting secret boss, as it's "pointless" in terms of gear acquisition). have yet to experience a run longer than the very first one where we were still figuring everything out.

maybe for some it's a bit lengthy but I feel like around 60-80 minutes for something this large and with such nice rewards is an okay balance of time spent vs reward gained.
