mid tier in rvr not pleasent expirience, but you go through it really fast. Especially if you do SCs. You also can lvl in PvE doing PQs and collecting armor piece for wards.
If you can't bear mid tier, it will be hard for you to play further, because you have to do other unpleasant things like doing dungeons.

My advice is to RvR while in T1, then from 16 to 39 do scenarios, where you'll get most of your character against sub-40 enemies, instead of getting farmed in T2-4 RvR by lv40 geared players.

Otherwise, it means you will have to join groups or warbands to compete against most opponents.

Nevertheless, gearing through dungeons and PQs is always recommended, especially since PvE gear will unlock PvP sets and making you save huge amounts of War Crests in the process.

People are making to much of a fuss over mostly meaningless things, 90% of lowbies running around in the RvR lakes don't follow the wb, tanks don't guard, dps don't assist, healers don't move and dodge danger. No wonder most of them don't have a chance they can't even do the basics well and people keep blaming gear diffrance as if pugs are fighting TUP full premades the whole time, i see tons of times of day where pugs bands are fighting eachother and the mistakes i mentioned are the ones ruining their experience not the gear diference.
Also even with all the missing tactics morals and all that being a tank or a healer thats actively playing their role in RvR is already a huge help. The fantasy that the reason it isn't "fair" or that if only you also had a full sov character that your experience would be any diffrent if people still don't know how to move or play their role it's always gona be a bad experience.
Instead of so many people complaining about gearing yall should be asking for advice, and when someone tells you " don't be a scrub, guard and follow" instead of getting insulted do it and learn, most people will quickly find this game is much more enjoyable

I think bolster is right where it should be.

There is maybe only one point I don't like about bolster: I think all debuffs are being applied before bolster and not after. That should be changed. It makes them really strong on bolstered characters.
