he is serious but he is also using outdated information. it was the case a while ago due to a bug however this bug was fixed in late 2024/early 2025. the bug was that procs had a global icd instead of a per target icd.

i can't find the exact patch notes for it, maybe it was undocumented, but https://bugs.returnofreckoning.com/view.php?id=23701 there are some bug trackers where it was confirmed fixed.

That's actually quite interesting that it was the result of icd implementation aimed at toning down the proc meta. Thanks for the clarification.

Lefty continues to put an herculean effort into RoR and providing some much needed insight / info.

Trying to get things to change, or at the very least get some response / feedback / reasoning regarding the recent changes from the people "in charge" with very well worded and researched posts like this, is the best way to go about it.

With any luck, it won't be in vain. Who knows, maybe one day i can be arsed to actually play this game again.

How about revert GCD back to 1.1 that will be huge step forward

This is honestly one of the better breakdowns I’ve seen of what’s going wrong right now. It really feels like the system is looking at stats on paper instead of how builds actually play.

One thing I’d highlight is how this ties into renown — everyone has to dump like 30 points just to get their chance to be crit back down to 0% and that’s basically mandatory. But if you go DPS you’re spending that same 30 points for like ~9% crit… which just feels bad.

Either way, thats another can of worms. Just wanted to drop my support for Leftays post. You summed it up better than most of us could.

its impossible for them. the whole game would break if they changed how gcd works. thats why we are going to be stuck with 1.5 gcd forever
