NA has plenty of the standard ORvR meta, albeit less blobby than EU prime time and to me that is a good thing. There is a population for scens but it was previously ruined by pug farming and is now ruined by excessive Q times. However, devs are working on it so that is good.
However, PvE (dungeons on Order anyhow) are beyond dead. LV/HV/BS gear is essentially locked for NA players because it takes so many (successful) full runs to complete. Only chance is to find time to squeeze in runs during EU time when ppl actually run any PvE.
Unless you want offspecs or 100% BiS, the massive amount of time PvE requires is better off spent in the ORvR lake. Massive from my perspective of only having nights to play after my kid goes to bed.
If ppl would actually grp to do dungeons I would stay up all night to get them done like in WoW or other MMOs. Most of my attempts to run LV/HV turn into spamming /5 for 2 hours and then giving up and logging out.
Furthermore, the most difficult aspect to PvE and the largest time sink is spamming /5 to find a grp, especially a tank. I have 3/4 runs on HV and have been stuck there for 4 months due to being unable to find a tank to run it with.
LV is a mildly more popular but is so mechanically confusing that I think it is keeping ppl from trying. My advice there is maybe there should be some kind of mail or prompt in game to tell ppl to actually read the wiki guide.
My advice would be to make every dunegon besides BS and LV only require 1 complete run to gear if you actually want to make the gear obtainable for pugs.

NA is much more preferable to me than the EU mega blobs.

I just randomly checked and there were 915 people on today during EU hours. On a Tuesday.
The beauty of a pvp mmo is that 100 v 100 players is actually a nice sweet spot when it comes to reasonable and consistent engagement vis a vis player vs player combat.
The summer lull is coming and nothing exactly new. Everyone is out in the garden looking after their pepper plants, it's obvious.

Tonight, April 21st, was yet another dead night for PvE on Order. Managed to cobble together 3 DPS but there were no tanks or healers.

Its not a dead guild. They have a lot of ppl online during EU. Are you just griefing or do you have a point to make? /5 is a wasteland and it doesn't seem to matter the guild, PvE is dead. There also isn't an abundance of purely NA guilds running PvE either.

I have zero issues gearing any char through LV in a few weeks on both destro and order NA time.
