Basically this idea comes from the fact that even with massively reduced renown gains people will STILL hold onto the objective to farm kills. Clearly massively reducing the amount of renown isn't enough for people to figure out they should be winning the scenario instead, as seeing a purple number makes them want to just keep getting more, regardless of how small it is.
So, the only obvious next step is just make it so you don't get ANY renown at all for kills in scenarios. Not seeing any purple number on kills might finally get people to realise that they should be focusing on the actual objective instead.

That's not the obvious next step. Then no one would ever play scenarios. I mean damn.
Scenario fighting at its best is a series of small conflicts fighting to control sequential objectives. Scenario mechanics are important, but not the only concern.
The only time I would agree with your suggestion is when one side or the other pushes all the way to the opposing war camp and just stays there. In that case alone, the removal of renown would, I believe, be an incentive to move the fighting back to where it should occur. Or just put the fracking camp guards back to where they were before the ranked players cried about them.

Give people time to get used to the new mechanics. Personally, I have noticed a significant change in the way people play scenarios; some of the veterans simply require more time to adapt. We've been farming kills hard for years now.
But ultimately, it's a PvP game and kills should grant a reward — sometimes you have good fights, and sometimes you farm or get farmed. After all, war never ends.

One issue is kill counts for weekend events. That encourages kill farming. Not that it's wrong but it is a goal/event task.
I think timers on all held objects would be a good idea, as well as timers on held points with no one on them ala rvr bo timers.

Kills in Sc should give the same renown as anywhere else :
-It's rare to get many kills (unlike joining rvr wb)
-Killing is 90% the first thing to win a sc (going solo for obj make the team wipe)
There are better ways to focus obj / stop the spawn farm :
-Guards / Heavy Cannons at spawn
-Huge renown bonus for winning
-Rework some maps design : To force team to split over blobing (like making flags always open to capture)
-It's rare to get many kills (unlike joining rvr wb)
-Killing is 90% the first thing to win a sc (going solo for obj make the team wipe)
There are better ways to focus obj / stop the spawn farm :
