So what's the build for spirit Def? High Armor, 50% parry, RR into wounds and parry, skills all mid tree including exit wounds and right tree rest?
Does WE not still outperform due to better abso tactic and more DMG / DMG tactics?

My gear - every piece gives either crit or parry except for boots and chest. 4 pieces of Justicar, 2 pieces of Inquisitor, 3 of Victorious. This gives me 3 str bonuses, 2 wounds, of armour and toughness. Weapons - Dark promise. 90 would ring, and crafted LV ring.
RR - full parry and crit. 2 levels of anti crit.
Tactics - Flanking, Flowing Acquisitions, Emperor's Ward. Last either Blessed Ammo or Vindication or Encourage Confession
14 or 15 in Inquisition and 9 in Judgement.
Serious drawback is lack of charge - no Seal of Destruction or Improved Flee. If I miss it badly - will reallocate RR.
If you have 7 pieces of Victorious set you can skip on Exit Wound - set bonus works similar and they two do not stack. Problem here will be lack of crit, also a couple of items have crap stats.

Now what to wear if you want to play OFFENSIVE. You always want to have a bonus from 4 Triumphants and then max out either strength or weapon skill. Strength is better versus light armor, weapon skill is better versus heavy armor. Assuming how much people love to invest in armor, weapon skill becomes more important. Another thing to remember - although BaL is very strong, Trial by Pain can be upgraded with Blessed Blades and will show similar numbers.

Mate, I try not to be taken away by time to kill a bot. This is more PvE metric not PvP.
Now to answer your question. Parry tactic and riposte, flowing acquisitions are my meta these days. Fourth tactic is always an experiment. Atonement, Blessed Ammo, Emperor Ward, Flanking - I usually rotate these 4.
Build is Exit Wound/Pistol Whip. Str is under 700 - roughly 50% of damage comes from Spirit Damage which is not or almost not affected by STR. Lots in Wounds and Initiative. Currently I have crit, about 20-25. Parry is 64 before procs/buffs. Used to be more (like 85) but I was losing in damage.
This is roughly a setup I play.
