Remember, you still get medallions from players killed in the RvR lake so even the underdog will earn something. The whole point is to make it so that there is no incentive to flood a faction just to win since doing so will result in no RvR action (just PvE keep takes) and therefore no medallions. Once that ratio get down to a more reasonable number (40:60 for example) the defenders will have some protection of numbers (even if they're still outnumbered) so that they can mount an effective keep defence. You've probably been involved in a 6-8man keep defence against a WB or two yourself. Once inside the keep you don't need overwhelming numbers to succeed. If you have 1/2 the numbers defending compared to attackers you've got a solid shot at pulling it off.
