Other idea for SC armour might be incorporate dungeon sets in this manner, as dungeon sets are more balanced with the RvR sets or Consignment Sets then the PQ sets, and dungeon sets tend to be nicer for healers and tanks.
From my understanding, dungeons would have to be rebuilt from the ground up, mechanics and all. As much as I would love to see ToVL or LV, I don't see it feasible (considering they were buggy even on live).
