If you make it 1 in 1000 the first 1000 forts will go to order. That’s what we are trying to point out. Rare actually would make it worse.

I suppose this could be the nexus of our failure to communicate. If some rare artifact bonus were to be placed in the game and the percentage chance of that bonus triggering was either one in five hundred or one in a thousand, why would all of those forts go to Order?
Wouldn't Destro players want to grab the temp bonus as well? My rational for supporting such a proposal is, in part, at such a low drop rate it would hardly affect game play at all. It would just be something different inserted into the pantheon. The possibility would be in play, but the notion either side would play the next five hundred or one thousand forts just in the attempt to trigger the effect or that the rarity of the event itself would negatively impact play simply by existing I find a bit implausible.
You don't need a temp boost to your damage or defense to take or defend a Fort. You do that with numbers.

Really what ur talking about is essentially DAoC Relic system. Also curiosity when I did play something that I always spoke about that would be underutilized for realm pvp added stats / dmg whatever is guild banners. Never understood why not used more often.

Allow one banner per group, passiv bonus, no waving around with the flag, maybe a animation above the bearer.
Bonus points/crests for killing the bearer. Not sure about the abilitys, would be to strong at some points.

100% this. Before we talk about rewards for forts, we need to talk about the general pattern that has been established and how to break it. Otherwise you can rename the thread to "Unique rewards for Order players and Xrealmers".
OP has some nice ideas, but if the core problems are not dealt with, it will just accelerate the problem, just as Gara said.
