My question had another intention.
The changed tier brackets and rank requirements for all PvP sets up to Invader had one reason, to improve T4 balance and progression for newer players, as they enter T4 with an higher average renown rank. This is working very good.
I admit it had one downside. PvE armor sets became useless and hard to get compared to PvP sets and even LotD was only made for glyphes. I have to explain a little bit here.
1. PvE armor sets are no option for players, who play WAR solely for PvP.
2. Getting the right pieces of PvE armor sets is grind, while PvP sets are purchasable for currency.
3. New rank requirements for PvP armor sets are lower than same tier PvE armor sets, making them obsolete.
4. Being depended on drop luck is bad for any game. Being able to buy RvR sets was the right choice.
Why not reduce the rank requirements , the item and monster level for all PvE dungeons before TOVL to make them an alternative for Conq and Invader set?
Give players more options of different sets for the same rank. Give them a reason to PvE (with XP off in mind) in T3. T4 already have enough set options with Warlord, offensive and defensive (Worn-)Sov set.
Don't change all the way it works, only small tweaks are needed to ensure balance.
Dying is no option.
