Sounds good. The lower tier was always "a part" of the next higher tier on the open RvR servers before they all were closed.
But a proper bolster buff is needed for this. Atm low level players are far too weak/easy to kill.

Nalgol, is it possible to change rank requirements for items and instances?

Concerning tier activity and ghosttowns, why not rotate the tiers, which are needed for T4 city lock. It would be a shame, when all nice rvr lakes in previous tiers would die out, because all players end in T4 at some point.

yeah Lost Vale run´s for the mix of 2 set´s ^^

in the early WAR days wasn´t it so that if you locked from say Chaos/ Empire the tiers 1-3 they got calculatet in T4 for the required % to lock the Zone?! so the entire Realm played to get to the Fortresses and City´s. At least we did it on the German RP server Huss was alot of Fun when the entire Realm played together for the goal to get in the City, sad part was there was not enough player´s to get the Fortress´s on both side´s

Imho it would still be the best for T4 balance to cap rr at 80.
My question had another intention. :P

The changed tier brackets and rank requirements for all PvP sets up to Invader had one reason, to improve T4 balance and progression for newer players, as they enter T4 with an higher average renown rank. This is working very good.

I admit it had one downside. PvE armor sets became useless and hard to get compared to PvP sets and even LotD was only made for glyphes. I have to explain a little bit here.

1. PvE armor sets are no option for players, who play WAR solely for PvP.
2. Getting the right pieces of PvE armor sets is grind, while PvP sets are purchasable for currency.
3. New rank requirements for PvP armor sets are lower than same tier PvE armor sets, making them obsolete.
4. Being depended on drop luck is bad for any game. Being able to buy RvR sets was the right choice.

Why not reduce the rank requirements , the item and monster level for all PvE dungeons before TOVL to make them an alternative for Conq and Invader set?
Give players more options of different sets for the same rank. Give them a reason to PvE (with XP off in mind) in T3. T4 already have enough set options with Warlord, offensive and defensive (Worn-)Sov set. :)

Don't change all the way it works, only small tweaks are needed to ensure balance.

well not if you use the old way annilator from keep gold bags conc fort gold bags invader citty goldbag warlord the the bosses after citty and sov the king
ofc it was a pain in the arse to get you set then but hey long term goals eh ^^

then pve armor will shine again

With my suggestion they will shine as well, without crippling T4 progression for newer players. :P

It's no good solution, that you have to grind PvE in a RvR game, just because RvR armor is too hard to get.
Dying is no option.

why not they are totaly overpowerd and dont fit into the rr 80 system just make them a bit weaker so they are on par with sov
