I've played a Slayer and Choppa for a long time, live game and here as well. I know they are not exact mirror classes.
I propose that Choppa gets a something that is equal to a weaker version of 'Inevitable Doom'. The tactic sets and skills make the Choppa hit a bit harder than Slayer, ie there is a 25% Crit Damage Tactic for Choppa, this is why I believe the new skill Choppa would get should be weaker than ID. Especially in T4, ID makes a difference to the point, that It's viable to go AoE with a Slayer, but It doesn't cut it on Choppa.
There are too options that came to my mind.
1. a second cone area DoT skill, or make the current one 'Yer All Bleedin' Now' spamable and let it stack up 2-3 times.
2. an ID-like skill that keeps pulsating on the Choppa and damages every around him.
Of course the change requires careful testing and evaluation.

if you get something choppa where would you put it? half of 1st tree and all of 3rd tree gives you:
-ID
-cooldown increase AOE
-snare AOE
-cant be defended for 10s
-incoming heal debuff
-ID
-cooldown increase AOE

everything choppa has slayer has or is pretty much better
would you like keep on choppin insted of rampage?
what about chop fast insted of SL/wispering winds?
perhaps you want the out going heal debuff exhaust on the mid tree over spellbreaker? keep it we have soul killer
do you want st sl? over wounds debuff?
do you want GtTC? take it, it will be a joke at 40 since TE is 10x better

I deduct from it that you are sure that somehow since Choppa should get slayer tools, WL should get marauder ones?
Ah no, i forgot that balance can only be achieved when destruction gets 20% crit aura, slayer equivalent, pounce, unshakable focus on magus and cauterize on sorc.
Because all destruction ever had as an advantage was the goblin racials, destruction advice chat told me as much.

I'm still leveling my Slayer so I don't know for certain how much better Slayer abilities are compared to Choppa but so far I'm loving rampage way more than keep on choppin'. Never played either class to T4 on Live but am enjoying the crap of both of them so far.
I still think in T3 they are find as is... but do understand that in T4, Slayers will be able to get ID, SL, and the HD all in one spec, which frankly puts them head and shoulders above Choppa.
Thankfully though, the game is not based on 1v1. Marauders offer debuffs that Choppas lack, like armor debuff (the main one), wounds, toughness, and a dependable pull.
For those that don't remember, Choppas, like WL, didn't have an incoming heal debuff but had a spammable armor debuff costing only 20 ap (was as good as pounce). Was the only reason I rolled a Choppa in the first place on live, and never had the chance to use it as mythic changed it days before I got the level

Yeah Aggy! I remember those days, when swarm of choppas filled the server. That armor debuff was so imba, I was getting almost insta gibbed on my SW/WL and finally on SL.
