Suggestion on how you could spark life into t2 and t3

I heard rumors of that someone was working on making some NPC appearance sets availeble for players as alt appearance gear. Example Chosen using a Chosen of Khorne armor. So this is my suggestion:

First thing you would need to do is remove the bags of medalions you can buy with higher tier medallions for this to work.
There are bags of 5 that cost 1 medalion of 1 tier higher, and there are bags of 25 that costs one 2 tiers higher. So basicly, you can no longer convert medallions down. You also gonna need to make sure people don't get medallion kill quests participation when they are in a higher tier then the kill quest.

So when the new appearance items are availble, You set up a vendor wich sells em and make sure each peice costs both Scout and Soldier medallions. People who wants these apperances will have use the debolster and go back and help out in t2 and t3 to get em.
