Tough one to respond to...
Personally, I'm all for game balance efforts in general. However, the only thing I'd support implementing right now would be some of the 1.4.9 PTS changes. Even though we know the game isn't balanced and that there are totally shitty abilities and tactics that are easily identifiable (like Focused Offense, lol), T1 isn't the place to start trying to balance the game, the endgame is. Since the PTS changes were based on that endgame and are the child of Mythic, they have more of a mandate than arbitrary changes based on a playerbase not even composed of skilled premades and not playing with endgame gear and setup. Additionally, arbitrary changes and balance attempts mean more work, more possibility for complaints and will divide the community if done now. You only need to look at the BWs and Sorcs on the server, in utter denial that their damage is bugged, swearing blind it was always that way. They'll cry badly enough when they're legitimately brought in line with how they used to be. Imagine if it were a RoR-only nerf.
(And no, BW/Sorc nerfs wouldn't be on my agenda.)

I don't have any links at hand, but it has been stated several times by the the devs, that the primary goal is to bring the server back to it's former (v1.4.8) state (or as close as it can be). Altering skills at this time (low-tier) could evolve into a balancing nightmare.
Edit: Azarael was faster, for me 1.4.9 changes (BO/SM/WL) are legit, but everything else could be devastating to the balancing without a full working server.

Overpowering Magi would be difficult, but yes. Magus is a good example of a class that would need some attention.

Magus was deadly the later time in WAR, but only because of the bugged soulweapons.
Most people ran around with those weapons, that had incredible critvalues. It showed that "dot classes" profit exceptional from high crit values, especially those with resistance damage. At least in 1v1 situations.
