I'm not sure how well this is balanced across all classes, but at least for Grace spec Warrior Priest, I have to wait until level 30 to get my "basic" heal ability, Sigmar's Radiance. It used to be that we got Divine Strike at level 9 or so, which was almost identical to SR except that it healed within a radius of your target rather than your party. That worked pretty well, but then it got eliminated and now I'm left without half my healing arsenal until tier 4. Is there any way to swap SR with something like Smite?
And of course, if there are any other examples of this for other classes, similar changes would be nice.

I feel your pain. I had forgot about the change to Divine Strike to give WP an AP large heal. Yea, melee healing WP doesn't "work" till 30.
But every class has abilities that can fundamentally alter they way they play at levels higher than 9. Not including Mastery points.
Yes, it's rough. You will level through it however.
